Flood Risk Program Foundational Data Production RFQ
The Mile High Flood District (MHFD) has released a Request for Qualifications (RFQ) on July 10, 2026 for Flood Risk Program Foundational Data Production —a landmark initiative to develop districtwide flood hazard and risk information, improve risk communication, and support smarter, data-driven investment decisions. MHFD is seeking experienced consulting teams with expertise in rain-on-mesh modeling, flood risk analysis, automation, and collaborative program delivery.
Questions and Submissions
The written question period for this RFQ is now closed. Questions submitted during the question period and MHFD's responses are provided below. Questions are presented substantially as submitted and generally in the order received. All questions were answered, even if there were similar or duplicate questions. Statements of Qualifications (SOQs) should be submitted to rfq@mhfd.org by the date outlined below and in the RFQ.

Question: Can the organizational chart be included in the resumes (that are not included in the three-page SOQ) and not be in the SOQ.
- Answer: No, organizational charts need to be included in the three-page limit of SOQ.

Question: Can additional graphics be imbedded in the three-page SOQ using hyperlinks?
- Answer: No. If there are hyperlinks within the 3-pages, only those pointing to resumes or rate schedule will be considered during review.

Question: Can the cover letter length be two pages or is it limited to one page?
- Answer: Cover letters are limited to 1-page.

Question: Are external links allowed to be incorporated into the final SOQ?
- Answer: No. If there are hyperlinks within the 3-pages, only those pointing to resumes or rate schedule will be considered during review.

Question: Is there a page limit for the cover letter, resumes, and hourly rate table?
- Answer: Cover letters are limited to 1-page. Individual resumes are not recommended to exceed 2-pages. The hourly rate table is limited to 1-page.

Question: The RFQ mentions a draft model review checklist that was provided in the 2D H&H Modeling Guidelines. I couldn’t find that checklist in the provided final draft of the 2D H&H Modeling Guidelines.

Question: Terms and Conditions of Contract - Could you please confirm whether the contract terms and conditions are available for review as part of the RFQ process? If so, please advise where they can be accessed.
- Answer: Contract language will be provided to firms invited to interview.

Question: Resume Page Limits - Is there a specific page limit per resume?
- Answer: Individual resumes are not recommended to exceed 2-pages.

Question: Rate Table Requirements - Should the submitted rate table include only the personnel proposed as part of the project team, or should it encompass all labor classifications that may be utilized under the on-call contract?
- Answer: The rate table should include the proposed project team. Additional labor classifications may be included if the respondent anticipates they would have a significant role in performing the services.

Question: Submission Format - Is the use of landscape page orientation acceptable for portions of the SOQ submission, such as organizational charts, schedules, tables, or graphics?
- Answer: Yes.

Question: Can firms partner to better cover the scope of services?
- Answer: Partnering is allowed. Preference will be given to firms that can perform the full scope of services in-house to streamline operations and reduce managerial burden.

Question: Is demonstration of past experience with Infoworks ICM critical? Or, is the ability to incorporate and implement Infoworks ICM in the future acceptable?
- Answer: Yes, experience with Infoworks ICM is critical.

Question: Understood that cover letter, resumes, and rate sheet are not included in the 3-page max, are title page, table of contents, or dividers also not included?
- Answer: Title page, table of contents, or divider are not included in the 3-page limit, neither are they necessary.

Question: Will a scoring matrix showing the results of the proposal evaluation be provided prior to interview?
- Answer: No.

Question: Will teams be selected based on only the interview evaluation, or will a weighted evaluation score be developed based on both the proposal and interview?
- Answer: Consultants will be selected based on both the qualifications and interview.

Question: Since the City and County of Denver has allocated budget for preparing ICM 1D/2D models as part of their Storm Drainage Master Plan, what modeling and risk metrics effort is anticipated in Denver as part of this Flood Risk Program?
- Answer: Any 2D rain-on-mesh model generated from another effort with equivalent or higher level of detail than the Flood Risk program will be leveraged to decrease the effort in that area. The risk metrics will be uniformly calculated for the entirety of the MHFD service area. The approach to calculate risk is summarized in section 4 of the Implementation Plan.

Question: Since the City of Lakewood is evaluating basins as part of their Stormwater Master Plan using HEC-RAS 1D/2D models, what modeling and risk metrics effort is anticipated in the City of Lakewood as part of this Flood Risk Program?
- Answer: Same answer as above.

Question: Is survey anticipated for model development?
- Answer: The selected consultants will not be required to provide survey services. Survey may be collected in critical hydraulic areas under a separate contract.

Question: Is pluvial/storm sewer modeling limited to major trunklines? What level of detail is anticipated for storm sewer modeling?
- Answer: All storm drains with readily available information will be included in the models.

Question: How many consultants is MHFD hoping to select?
- Answer: MHFD is anticipating selection of 2-4 consultants.

Question: What is an acceptable page limit for cover letter?
